Important new developments in support of mechanical ventilation from ENEA<\/a><\/p>\nThe following question (no. 16.D) has been posted in the FAQ section<\/p>\n
16.D I would like to know whether the installation of a CMV (Controlled Mechanical Ventilation) system, carried out as part of work to insulate opaque surfaces or in conjunction with the replacement of the heating system, is eligible for the Ecobonus?<\/p>\n

With regard to the installation of \u2018Controlled Mechanical Ventilation\u2019 (CMV) systems in the context of thermal insulation works on opaque heat-dissipating surfaces, the following points are set out: Firstly, it should be noted that, pursuant to paragraph 2.3, point 2, of Annex 1 to the Interministerial Decree of 26 June 2015 (the so-called \u2018Minimum Requirements Decree\u2019), in the case of new builds, or buildings undergoing major refurbishment or energy-efficiency upgrades, and in particular where works are carried out on opaque structures delimiting the air-conditioned volume from the outside, it is necessary to verify the absence of any risk of mould formation and interstitial condensation, in accordance with UNI EN ISO 13788. It is considered, however, that where \u2013 even taking into account the number of natural air changes specified by the UNI-TS 11300-1 standard and taking steps as far as possible to correct thermal bridges \u2013 there remains a risk of mould or condensation forming at these points, controlled ventilation systems represent a valid technical solution. Under such conditions, therefore, these systems are deemed eligible for tax relief, provided they are installed in conjunction with insulation works on opaque surfaces, within the limits of expenditure, relief and specific costs reserved for the latter. In order to verify the condition set out above \u2013 namely, that the CMV system is the only solution to ensure the absence of mould or interstitial condensation, given that it is not possible to eliminate all thermal bridges \u2013 the qualified technician must attach, as an integral and essential part of the certification referred to in the Interministerial Decree of 6 August 2020 (the so-called \u2018Ministerial Decree on Technical Requirements\u2019) a technical report demonstrating that this condition is met. This report must also demonstrate that the installed CMV system achieves energy savings compared with a scenario involving the maximum possible correction of thermal bridges, as indicated above, and a rate of natural air changes equal to that specified by the UNI-TS 11300-1 standard, calculated on the assumption that it is powered solely by electricity drawn from the grid. In view of the above, only CMV systems equipped with heat recovery are eligible. <\/p>\n
Furthermore, notwithstanding the above, it is considered that CMV systems are eligible for the aforementioned tax relief even where they are associated with the replacement of a winter heating system with a system using air as the heat transfer medium and are closely integrated with it. In such cases, the 22 CMV systems form an integral part of the winter air-conditioning system, and the same expenditure limits, tax relief and specific cost apply to them as to the aforementioned systems. In this scenario too, the installed CMV system must guarantee energy savings \u2013 to be certified by a report from a qualified technician \u2013 compared with a situation involving a number of natural air changes equal to that specified by standard UNITS 11300-1, assuming it is powered exclusively by electricity drawn from the grid. Consequently, only CMV systems equipped with heat recovery are eligible. The aforementioned report may be attached, as an integral and substantial part thereof, to the declaration produced in accordance with the aforementioned \u2018Decree on Technical Requirements\u2019 in the cases provided for therein.
